Larry and Peggy Mathieson have over 60 years of combined management, supervisory, marketing and sales experience and both are highly skilled instructors, group facilitators and public speakers.  

Aside from their personal expertise, they have also formed affiliations with consultants and instructors specializing in law enforcement related issues, including current and former law enforcement supervisors and Chiefs of Police.  In the future, the company plans on similar affiliations with private sector consultants.  Our affiliates broaden the scope of the services which the company can provide, delving into many different areas related to law enforcement, government, marketing and sales.

Larry W.  Mathieson has 35 years of experience in the law enforcement profession.  He began his career with the Miami-Dade Police Department in 1972 and steadily advanced his career, rising to the rank of Major.  He left Miami-Dade in 1998 to accept a position as a Chief of Police.

From 1998 through June of 2006, he was the Chief of Police in the City of Ormond Beach, Florida.  He led the Department through the Accreditation process and is credited with fully operationalizing the Community Policing concept in that agency.

He holds a Masters Degree from the University of Miami, Florida and a Bachelors Degree in Social Science from Florida Atlantic University.  He is a graduate of the Southern Police Institute, the FBI Law Enforcement Executive Development Seminar and the Florida Executive Development Seminar.

During his career, he was successful in a number of promotional assessment centers, scoring #1 on the promotional list for Captain with the Miami-Dade Police Department.  When testing for the Chief of Police position with Ormond Beach, he achieved one of the highest scores ever recorded on the executive assessment process.  

For the last 20 years, he has worked with Assessment Center candidates across the nation, assisting them in realizing their promotional goals.  He has extensive experience as an Assessor, Assessment Center Subject Matter Expert and in the creation of Assessment Centers for Law Enforcement Agencies.

He has worked as a law enforcement instructor for over 25 years on topics including Police Supervision and Management, Achieving Organizational Excellence and Leadership in Police Organizations, as well as academic topics such as juvenile delinquency.  He is a recognized expert in Community Policing and has been published at the state and national levels on this topic.

Focus: Marketing of Financial and Hospitality Industry Businesses

Peggy Mathieson has over 25 years of experience as an executive in both the hotel and financial industries.

She has worked as the Director of Sales and Marketing for several major hotel chains including  Howard Johnson and Ramada Inn Hotels in Louisville, Kentucky and Holiday Inns in Miami, Florida.  While in the hotel business, she received accolades for her ability to create new business through her enthusiasm, work ethic and creativity.

Upon relocating to Miami in 1998, she continued to advance her professional career when she was selected as the Vice President of Marketing for the Dade County, Florida, Federal Credit Union.  During her tenure with that organization, she received national recognition for her ability to increase the membership base of the Credit Union through the use of effective and creative marketing strategies.   

Peggy has a Bachelor's degree in Marketing from the University of Cincinnati and has attended numerous workshops and seminars   She is highly regarded in her profession and her community for her competance, warmth and charisma.

Peggy is available  as a consultant to assist hotels, restaurants and small businesses with the development of strategic plans as well as the creation of marketing and sales programs and campaigns.   

 

 

      Detective John Gaspar (Retired)

Flagler County, Florida

Focus:  Investigative Techniques

John Gaspar started his profession as a Criminal Justice Professional in Law Enforcement in 1973 with the New York City Police Department.  While with the NYPD, he worked as an Educator, Administrator, Police Recruit Instructor, Patrol Officer, Detective and Supervisor.  He also served as a curriculum developer and educator in New York City Police Department’s Police Bureau.

Gaspar continued to progress in his career with the NYPD, working in a variety of investigative capacities, including Detective assignments in the Organized Crime Control Bureau, Intelligence Division (Executive and Dignitary Protection), Major Case Squad (Bank Robberies and Fraud Investigations), Special Investigation Division, Terrorist Task Force, Hostage Negotiation- Kidnapping Squad and Special Investigation’s Forensic Hypnosis Unit. 

During his tenure in Special Investigations, John became one of the 10 most experienced and highly regarded Forensic Hypnotists in the United States. After retiring from New York City Police Department, Gaspar assumed  a Command Staff role as the Chief Executive Officer of a Private Detective and Security Patrol agency licensed in four States and employing 250 people. While CEO of this agency, he was elected President of the Society of Professional Investigators, (members and honored guests included Robert Kennedy and Rudolph Giuliani). For his achievements in Law Enforcement and private sector leadership, Gaspar received a Proclamation from the City of New York.

Continuing this journey of excellence at the Flagler County, Florida Sheriff’s Office, Gaspar was appointed by the Sheriff as the Director of Professional Standards and Training.  In that assignment, he led the agency through the process of obtaining Florida Accreditation and National CALEA recognition. 

As an educator, Gaspar has enjoyed a long standing relationship as an Associate Adjunct Professor with St. John’s University in New York City, and Ad Hoc Professor with John Jay College of Criminal Justice and for the past 9 years as an Associate Adjunct Professor, FDLE Instructor and recruit school trainer with Daytona Beach Community College. Gaspar also enjoys a relationship as an Adjunct Professor at Bethune Cookman College in the Social Science Department/Criminal Justice. 

John's areas of focus include forensic Hypnosis, financial crimes investigation and forensic auditing in criminal investigations.   He is available as an instructor, investigator and consultant in each of these topical areas.

   Sergeant David Osterquist 
Focus: Prevention of School Violence
David Osterquist  holds a B.A. in Criminology from the University of Northern Iowa and is a 14 year veteran of a large agency in the western United States.  He was a School Resource Officer from 2000 to 2006 and was promoted to Sergeant in May of 2006.  He is a Certified National Practitioner through the National Association of School Resource Officers.

As a Subject Matter Expert in the field, he has worked with school districts to develop effective safety plans and to train their personnel in lockdown procedures. This includes a School for the Deaf and a Technical Institute in his home town. Areas in which he instructs include School Safety/Lockdowns, Threat Assessments and Building Effective Relationships Between School Officials and the Police. 

He is a dynamic and much in demand guest speaker at conferences and symposiums, speaking on topics related to the Prevention of School Violence.

 

  

Tara Kissling

Telecommunications Professional

Military Officer

 

Focus:  Police Communications, Leadership and Community Policing

As a 13 year veteran of Police and Fire Department Communications and a 26 year veteran of the United States Naval Reserve (most recent rank is Division Chief), Tara Kissling has consistently demonstrated that she is a dynamic, motivated professional with exceptional leadership and organizational skills. Having worked "in the trenches" in communications and at the command level in the military, she has the unique ability to effectively communicate with and relate to personnel at all organizational levels.
 
She has displayed an unmatched level of skill motivation and enthusiasm as a Communications Operator and Trainer of Communications personnel. She provides courses of instruction to law enforcement agencies, specifically in the areas of Communication Center Operations, Leadership and Developing a Community Policing Focus in Communications Center Operations.
